A prozbul may only be drawn up by a court of exceedingly great Sages, like the court of Rabbi Ami and Rabbi Assi, because they’re qualified to expropriate money. Other courts may not draw up a prozbul. [Editor’s note: in practical application, other courts may draw up a prozbul; see Rema CM 67:18.]

The basic text of a prozbul says, “I notify you, Judges A and B in Place X, that I may collect any debt owed to me any time I like.” The judges or witnesses sign at the bottom.
