3,186. One Who Doesn't Want to Accept Charity

Hilchos Matnos Aniyim 7:9

If a needy person doesn’t want to accept charity, we trick him by giving it to him as a gift or a loan. If a rich person starves himself because he’s a miser and refuses to spend his money on food and drink, we just ignore him (i.e., we don’t offer him charity).

Hilchos Matnos Aniyim 7:10

If someone doesn’t want to give charity, or if he wants to give less than he should, the courts can compel him to give his fair share. He can be given stripes for acting rebelliously until he gives what he should. His property can be seized in his presence and an appropriate amount confiscated. Property can be confiscated for charity even on Fridays.
