Hilchos Matnos Aniyim 6:10

The owners don’t have the right to divvy up the maaser ani that is given at the granary. Rather, the needy can come and take it even against the owner's will. The Jewish poor can just take it from them, as opposed to maaser ani given from one’s home, which the owner can give to any needy recipient he chooses.

Hilchos Matnos Aniyim 6:11

If someone has maaser ani in his granary and he wants to give it to a needy friend or relative, he can put half of it aside for his recipient of choice and leave half for the needy who pass by as per the volumes given in halacha 6:8.
