If a betrothed girl’s father dies, her husband does not automatically assume unilateral vow-uprooting power; if the husband dies, the father does assume this right. In this, a father has greater authority than a husband. In a different matter, a husband has greater authority than a father: namely, a husband may void the vows of an adult wife but a father may only void the vows of a minor daughter.

Nedarim 10:3

If a girl made a vow while she was betrothed, then became divorced from betrothal and betrothed to another man that same day, even if she does this 100 times, her father and the last husband can jointly cancel her vow. The general rule is that as long as she has not been independent for one hour, then her father and the last husband can uproot her vows.
